Recovery Act – State Labor Market Information Improvement

Title of PA Proposal: Greening Pennsylvania’s Labor Market Information
 
Pennsylvania Award: $1.25 million | Project Period: 18 months
 
Eligible Applicants: State Workforce Agency
Required Partners: State Labor Market Information and Research entities and the State WIB
 
US DOLETA Objective: Funds to collect, analyze, and disseminate labor market information, and to enhance the labor exchange infrastructure for careers within the energy efficiency and renewable energy industries.
 
PA L&I Objective: $1.25 million awarded to accomplish the following three (3) priority activities:
  1. Engagement employers through roundtables, surveys and other methods with the purpose of validating industry data trends and projections that will be used to make policy decisions;
  2. Development of a green career tool that identifies opportunities for job creation and market expansion for use by entrepreneurs, employers, workers and public entities; and
  3. Retention of a green jobs and/or energy subject matter experts to assist in the development of guidance, policy and training.
Targeted Populations to Be Served: Developers of strategic plans and activities.
 
Performance Outcomes: Labor Market Information Improvement grant performance outcomes are collected and reported on a quarterly basis. Reports are published on the Commonwealth's Recovery Act website.
 
Recovery Act – State Energy Sector Partnership (SESP) and Training Grants
Funded (January 2010)
 
Title of PA Proposal: Green Jobs Pennsylvania
 
Pennsylvania Request: $6 million | Project Period: 36 months
 
Eligible Applicants: State Workforce Investment Board
Required Partners: State Workforce Agency; Local WIBs or regional consortia of WIBs; and One-Stops
 
US DOLETA Objective: Conduct strategic planning and provide training, job placement and related activities that reflect a comprehensive statewide energy sector strategy including the Governor's overall workforce vision, state energy policies, and training activities that lead to employment in targeted industry sectors.
 
PA L&I Objective: $6 million requested to accomplish the following priority activities:
  • Develop, through regional partnership teams, a pipeline of workers to fuel the green economy along with training and education strategies to help workers attain the skills identified and take advantage of new opportunities created with federal and state investments; and
  • Identify barriers and policy needs common to the six regions of the commonwealth that can be addressed at a state level.
Targeted Populations to Be Served: Workers impacted by national energy and environmental policy; Individuals in need of updated green training; Veterans; Unemployed; At-risk youth and adults; Individuals with criminal records; and Other untapped labor pools such as entry-level and incumbent workers.
 
Impact(s): If funded, this project will serve 1,379 participants at an average cost of $4,350 per participant.

Recovery Act - On-the-Job Training National Emergency Grant

Title of PA Proposal: ARRA OJT NEG - Pennsylvania
 
Pennsylvania Request: $8.5 million | Project Award: $2.7 million | Project Period: 24 months
 
Eligible Applicants: State Workforce Agencies and Federally Recognized Tribes
 
US DOLETA Objective: Greatly expand OJT activities for hard-to-serve populations with the greatest barriers to reemployment.
 
PA L&I Objective: The OJT opportunities provided through this project will provide the dislocated workers with the ability to return to the workplace and earn wages to support themselves and their families while adding new skills or learning new technologies, production or service procedures, and add experience to meet the requirements of a new occupation or industry.
 
Impact(s): This project will serve the counties of: Bedford; Berks; Blair; Cambria; Cameron; Centre; Clearfield; Clinton; Columbia; Elk; Fayette; Fulton; Huntingdon; Jefferson; Lehigh; Lycoming; McKean; Mifflin; Montour; Northampton; Northumberland; Potter; Snyder; Somerset; Union; and Westmoreland.
