The American Recovery and Reinvestment Act of 2009 (ARRA) appropriated significant new funding for the Vocational Rehabilitation (VR) State Grants program. ARRA used a national formula-based method to allocate to Pennsylvania OVR $20,925,941 for Title I program activities; $552,058 for Title VII-B Independent Living Programs; and $1,637,247 for Title VII Independent Living Older Blind programs. All VR ARRA funds must be obligated by September 30, 2011.
It is estimated that successful use of these funds will result in an additional 2,500 jobs created or saved within the Commonwealth. In addition, since the majority of the over 20,000 vendors from whom OVR purchases goods and services live and work in the Commonwealth, there will be a significant economic benefit to them and their employees as well.

Title I VR Funds
The ARRA provides an unprecedented opportunity for states and VR agencies to implement innovative strategies to improve employment outcomes for individuals with disabilities.

Title VII-B IL Funds
Independent Living (IL) programs provide services to individuals with significant disabilities to maximize their leadership, empowerment, independence, and productivity and to promote the integration and full inclusion of individuals with disabilities into the mainstream of American society.

Title VII ILOB Funds
ARRA allocations for Independent Living Older Blind (ILOB) programs provide services to older individuals who are blind to maximize their leadership, empowerment, independence, and productivity and to promote the integration and full inclusion of individuals with disabilities into the mainstream of American society.

Title VII C Funds
Althought the ARRA includes funding for Title VII-C, the US deparmtne tof Education's Rehabilitation Services Administration (RSA) has not yet decided the method of allocation for these funds. Therefore, no Title VII-C funds are available at this time.
